RedHat 8.0 snmp trap install problems

I am running RH 8.0, I installed net-snmp 5.0.6, and Openssl-0.9.6g. When I
try to run "configure" with "--with-snmp --with-openssl"
I get the error: 
        "unable to find snmp headers (snmp_parse_args.h in net-snmp-5.0.x"
                checked in the following places:
                /usr/include
                /usr/include/net-snmp
                /usr/local/include
                /usr/local/include/net-snmp

the file snmp_parse_args.h is in /usr/local/include/net-snmp/library. when I
try to specify that dir --with-snmp=/usr/local/include/net-snmp/library, I
get the same error.  I see this in the config.log file:
