There's no official release of 1.9 yet but you can download the betas off 
the snort website:

http://www.snort.org/dl/beta/

or if you want to go really-leading edge, you can get the daily snapshot as 
snort-current.tar.gz in:

http://www.snort.org/dl/snapshots/

The latest "official" release is still 1.8.7
