Can an error message be more verbose? I don't think so, but reading
demarc/install/INSTALL-prepare-database should solve your problem. And
IMHO your should have read that and further INSTALL-* before running
any install-scripts.

The only detail missing in the doc mentioned above could, that you have
to reload the mysql-server after changing permissions.
