Ruleset maintenance?

Is anyone actively tackling a project to make ruleset maintenance
easier, specifically the process of upgrading one's ruleset
when a new download is available without losing any local
modifications (or at least custom disabling of specific rules)?

If this is already in progress I won't tackle it, but it seems
like it wouldn't be too hard to do.
