 Hi.... libnet.h is used by the libnet package of libraries found at
packetfactory. You will need it installed for some snort plugins to
function - flexresp (others?). So if you ran your configure with
something like '--enable-flexresp' then you will need to get it from
www.packetfactory.net install. Some other very useful tools use libnet
- nemesis and I think also ethereal for instance.
