ACID: whois (ip-cache?) support and DB permissions

I just tried the internal whois support in acid-cvs (extrated
a few hours ago) and found out that the
UPDATE privilege is also needed for it to work. I guess because
of the new ip-cache thing.

I currently had the snort-acid user with privileges select,
delete and insert, but update is also needed now.

This should probably be mentioned in the README file.
