I don't know of any forum that is both recurring and focuses on secure 
development. Two one-shot events from 2003 focused on secure software 
development that I attended:

    * *DIMACS* Workshop on Software Security

    * 2003 UW/MSR/CMU *Software* *Security* Summer Institute
      <http://research.microsoft.com/projects/SWSecInstitute/>

Some recurring conferences that don't exactly focus on secure 
development, but that do touch on it:

    * USENIX Security <http://www.usenix.org/events/sec04/>
    * IEEE Symposium on Security and Privacy
      <http://www.ieee-security.org/TC/SP-Index.html>
    * Network and Distributed System Security
      <http://www.isoc.org/isoc/conferences/ndss/04/>
    * ACM Computing and Communications Security
      <http://www.acm.org/sigsac/ccs/CCS2003/index.html>

And I'm on the program committee for DSN (Dependable Systems and 
Networks) <http://2004.dsn.org/> which covers software dependability in 
general, and software security in particular. There should be some 
interesting papers there this year on software integrity.
