To squash this grassroots movement, proposed legislation before the House of Representatives -- a provision within the "Office of National Drug Control Policy Reauthorization Act of 2003" (HR2086) -- would allow the drug czar to use almost $200 million to oppose medical marijuana initiatives and any candidates that support such initiatives. In fact, the drug czar is explicitly directed to "take such steps as necessary" to oppose the initiative and similar endeavors.

What the hell is Congress thinking to allow Federal employees to spend taxpayer money to intervene in local and state elections?
