I missed the post to which this responds, but the reference to "George
W. Bush's 2002 'get-out-the-vote' campaign for Republicans" suggests
that the exemption from the TCPA applies.  Section 227(a)(4) defines an
"unsolicited advertisement" as one that advertises the commercial
availability or quality of any property, goods, or services.  Charities
and political organizations are exempt.
