Section 1404 of the "Transportation Equity Act for the 21st Century" hands hundreds of millions of dollars to states that provide "safety incentives to prevent operation of motor vehicles by intoxicated persons." See: http://thomas.loc.gov/cgi-bin/query/z?c105:H.R.2400.ENR: http://www.fhwa.dot.gov/tea21/

Next up: V2.0 of that "safety incentive" black box that sits on your dashboard will include a GPS transponder so the cops can track you in real time (and, of course, the pilot program soon will be expanded to include immigrants, people suspected of un-American activities, and anyone with outstanding parking tickets):

Don't complain. It's better than a detention camp... right?

"Once a month, the drivers must take their cars to one of 26 service centers in the state, where the travel information recorded by the interlocks is transferred to a computer and turned over to the MVA.

Valenzia said the travel information is checked to see if the driver has changed his driving habits or might be using another car.

"We know how far they have to travel to get to work and what their normal driving routine is," she said.

Method acting: Read that quote aloud earnestly with meaning, pretending you are a government employee.

Feel the fear.
