Profligate spending is on the rise, and the usual obstacles to fiscal extravagance have vanished. As The Washington Post reported in a front-page article on Aug. 9, a deep commitment to improvident spending has become a thoroughly, and alarmingly, bipartisan phenomenon. Also this fall, Congress should ensure that any Department of Homeland Security includes a chief privacy officer who has real oversight and enforcement authority. I'd hope that debate over the proposed department will include how it jibes with America's tradition of limited government."
