I looked this up on the NANOG mailing list
(North American Network Operators Group)

and found two messages as of 13:00 Eastern Time -
one including the article and asking if anybody out there knew anything
about it,
and another asking "FUD from Washington.  No, that never happens."
So obviously the big players are being vewwwwy quiet about it :-)
