indicates that a federal agency has been bullied into giving employees
10-15% raises in exchange for their agreeing to switch from using paper
files to computers.  Employees have also agreed to "return calls to
outsiders in one business day, direct callers to appropriate officials,
and review their e-mail at least once a day". Which agency has imposed
these inhumane business practices which required such large financial
compensation? USPTO, repository and arbiter of our modern technology
industry.
