   WASHINGTON -- The nation's capital is not only home to
   Mack-truck-gulping potholes, cocaine-snorting politicos and murder
   rates higher than Genghis Khan's on a very bad day.
   
   No, the District of Columbia is instead -- no joking -- an
   up-and-coming tech center, according to a report from a local civic
   group released Monday.
   
   The 52-page study, sponsored by DC Agenda and authored by Stephen
   Fuller, a public policy professor at Virginia's George Mason
   University, appears to be the first detailed study of the U.S.
   capital's technology sector.
   
   It also represents part of an ongoing effort to mend the city's
   tattered image, which has been battered by everything from $1 billion
   in misplaced federal funds under former mayor Sharon Pratt Kelly to an
   Army Corps of Engineers decision in 1996 that the city's water was so
   contaminated with bacteria that it was unfit to drink.
