   Slobodan Milosevic may be gone from the hearts and minds of his
   people, but his departure was anything but willing. An article
   from the heise.de folks says Milosevic had yanked the .yu domain names
   of popular opposition websites. (The writeup is in German, so unless
   you're fluent, use the fish.) "The websites of the democratic party
   and the democratic opposition coalition of Serbia had been rerouted on
   election night during a 'web takeover' that lasted almost twenty-four
   hours. For the leaders of the opposition, critical hours passed
   without reliable information about the election's progress," the
   writeup says. For a war criminal, Milosevic seems a cunning fellow.

   Japan Moves Toward Privacy Regulations

   The Japanese government is considering regulations of private
   organizations' data collection practices, according to an article on
   ashai.com. A panel reportedly has proposed new privacy rules, which
   the Diet is expected to approve early next year. This might sound good
   in theory, but in practice any such heavy-handed attempt will run into
   difficulties. In this case, news organizations -- which are in the
   business of collecting data about people -- and religious
   organizations, which presumably have information about their members,
   appear to be upset.
