            DALLAS -- The future of Internet taxation is being
            decided, not surprisingly, in the back room of a luxury
            hotel.

            Six members of a congressional advisory panel met
            privately Monday evening on the second floor of the ritzy
            Fairmont Hotel here, and the outcome will influence
            whether American consumers have to pay more for
            mail-order and Internet purchases.

            DALLAS -- Opponents of Internet taxes Monday won a
            preliminary victory during the final meeting of a
            Congressional advisory panel.

            Chairman James Gilmore, Republican governor of Virginia,
            outmaneuvered the pro-tax members of the commission
            with a ruling that set the stage for including a hands-off
            pact in the group's report to Congress.
