FC: FBI intelligence officers, investigations zoom under Clinton

     News from TRAC. We have just released a new edition of our FBI public web
site, this one spotlighting intelligence, internal security and terrorism
issues. Key findings: FBI intelligence officers almost quintupled in number
during the Clinton years. Warrants under the Foreign Intelligence Surveillance
Act also higher, climbing from 484 to 886 during the same period. But only 45 of
the FBI's 12,730 1998 convictions involved what  the Justice Department
classified as internal security or terrorism matters.

     Two other  new findings were the following. The Justice Department data
obtained by TRAC under the FOIA  disclosed  major increases in FBI drug
enforcement activities during the Clinton years -- such convictions were up 69%
-- and also indicated there had been an apparent improvement in some of the
agency's performance trends.

     A reminder: Although TRAC's FBI site has lots of interesting new stuff,
TRAC also has two subscription sites that offer much much more information
about the enforcement activities of the FBI and all other federal agencies. For
news organizations there is TRACFED. For public interest groups, Congressional
committees, lawyers, scholars and others, TRAC offers FEDPROBE. In addition to
federal criminal information, both subscription sites also provide extensive
data about  (1) IRS audits, collection and taxpayers services, (2)  almost all
federal employees and (3) extensive demographic and economic data by county,
state and the federal judicial districts.

Coming shortly to TRACFED and FEDPROBE will be two entirely new "layers."
One will offer comprehensive information about the civil referrals processed by
the United States Attorneys -- both the civil actions brought by the government
against corporate polluters, medicare swindlers, and asset forfeiture matters,
etc., and the civil action brought against  the government. The second new data
addition will focus on the spending of federal funds -- by different agencies
and for different programs by county, state and the judicial district.  If you
