BRISBANE, Australia -- Alan Jones is an
                     unlikely advocate of tax havens.

                     The veteran British bureaucrat seems
                     visibly uncomfortable talking up the
benefits of hiding money where tax
                     collectors can't find it.

"I never thought I'd see the day as a civil
servant where I'd be talking about this,"
                     he says.

But when Jones moved to Anguilla three
years ago and became the registrar of
                     corporations in this tiny British
                     protectorate with no personal or
corporate income taxes, he overcame his
                     doubts and got laissez-faire religion.

Smile for the US Secret Service
                     by Declan McCullagh

                     3:00 a.m. 7.Sep.99.PDT
                     WASHINGTON -- A New Hampshire
company began planning in 1997 to
create a national identity database for
                     the federal government, newly disclosed
                     documents show.

Image Data's US$1.5 million contract with
the US Secret Service to begin digitizing
                     existing driver's license and other
personal data was widely reported early
this year. But documents unearthed by
                     the Electronic Privacy Information Center
reveal the details and scope of the
                     project.

                     Hillary for President?
                     by Declan McCullagh

                     12:00 p.m. 2.Sep.99.PDT
WASHINGTON -- Is the reason Hillary
                     Rodham Clinton hasn't officially
announced her candidacy for US Senator
from New York because she's really
                     eyeing the presidential race?

Or is this another one of those wacky
                     Web things?
