Subject: Calif. governor rejects e-mail bill

An unusually logical move from our liberal governor:

*** Calif. governor rejects e-mail bill

SAN FRANCISCO (AP) - Gov. Gray Davis vetoed a bill that would have
required companies to tell their workers before monitoring their
e-mail, saying the measure tramples on employer rights and leaves
them open to unjust lawsuits. The move is likely to further the
debate about the limits to which companies can monitor an employee's
actions while on the job, including computer files and usage and
reading e-mails sent through the company network. Davis likened
e-mail monitoring to other employer rights, such as the right to
limit personal long-distance phone calls. He also noted that
businesses can be sued if employees use work computers to defame or
harass someone. See
