Browser Rider is a web application. So yes, you should be able to deploy it over AppServ or just a normal website that 
cqn run  PHP. The technical requirements for the application to work are the following:

- PHP 5, with json installed
- Mysql
- Apache with url_rewrite on
- Targets must have Javascript turned on
