Several tools follow this model, but its important to remember that most 
tools are frameworks where a certain amount of features are "free" 
through wizards etc. - while taking full advantage of it will require 
you to play with it in labs, explore each module in a scenario where its 
actually successful and learn how to tune the different settings to take 
full advantage of the framework as a whole - and by this giving your 
customers more value.

Also, most tools have good SDKs for custom modules.
Learn these, and you're able to write your own modules, import exploits 
and/or rewrite exploits that might be written only for one application 
to maybe work against other applications or on other operating systems 
as well.

There are some free tools out there though, if money is the issue.
