NS-2 is a network simulator, Xen is not a network simulator ... it's an
hardware virtualisation layer to host guest OS. There's nothing to
compare between them ;-) 

honeyd can be diverted to do network simulation. 
dummynet for *BSD (not very rich)
netem for Linux (sparse ... )

Modelnet is comparable to NS-2 functionality wise 
WANem also
NISTnet, barely maintained but ...
