Well, you have a number of suggestions here...think about this, you're doing a PEN test, right? Or are you doing a vulnerability scan? If it's the former, PEN is short for PENetration. Can you get in? If you can't get in, then it seems like you should save your highest issue in your report for something where you can get in. You might give a recommendation that this isn't the brightest idea...ok, I agree with that but don't go and give it your highest bad mark if you can't own the box. In fact, what would you give a "non SSL" VNC connection, how about a box with Terminal Services available.
