What do you mean by every IP has identical MAC ? You mean that all the IPs you are seeing are sharing the same MAC ? This can be seen if this is the MAC for your Gateway ... Every IP address had identical MAC addresses. Is this some security thing the hotspot had going on? Or is it some kind of devious thing going on by one of the other customers in the hotspot?
