When you submit your paperwork to take the test without having to take the
CEH course, EC-Council provides a registration number that you use when you
schedule to take the test with Prometric. Besides having to state your
education and experience on paper, and a copy of your drivers license, it's
an honor system thing.

And who exactly checks your status when you can register through prometric?
