SIP-TLS (5061/tcp) and UDPPLUS (5566/tcp) ??

I am looking for ways to exploit both protocols for an External Pen Test.  I have two questions, 
First, should these ports be accessible Externally (I don't see why they should be)?  
Secondly, what tools/techniques can be used to exploit/gather information?
