Inprotect - Installation Issues?

I am interesting in using this tool.  However, I am having issues with the install.  My issue is with Part III on the 
installation documentation.  I did steps 1,2,3,4, (skipped 5 for now), but don't understand step #6.

"Finally configure your web browser to server webpages giving it permissions to execute PHP scripts within the webroot 
you specified in point 2."    - I don't know what this means or where to give it permissions ?

So, I have skipped that step (which is probably my problem.  I did step #7 - run the "nessus3links.sh" script.

Now, when I try to do step #8 - "login to the Inprotect Web Console using the user "Admin" account, I get the web 
browser error message:

"mysql://:@/inprotect failed to connectAccess denied for user ''@'localhost' to database 'inprotect' "

Can someone please assist me with this issue.
