My take on this issue is that he's planning on upgrading all workstations,and such.Not require that users of the site be required to use Vista & IE.
Trying to work in anti-phishing & anti-fraud are laudable.IMHO.
Sometimes misconstrued ideas can lead to assumptions of intention.Then things get out of focus.Mathematicians especially should be able to ferret out the intents.Philosophers should also be able to (meta)-interpret intent .
Not being rude,but examine what was stated,IMO.
