I would make the point that no access control protects internal company data. For one of many feasible real world examples:

A member of the organization is terminated who has the knowledge of the location of the data. Despite the disabling or removal of that persons accounts, that individual still has knowledge to easily access internal company data.

I do not envy your task of attempting to explain this.
