Of course, if it's like Spain, many ADSL routers we get are pre-configured to be administered via web-interface. That interface clearly states the phone number above the fields to login. It's how each router is identified. That makes finding the number for an IP rather easy.

By the way, that wasn't really real knowledge-type information but more of a fun fact.

whois?

Since many IPs do not correspond to phone numbers since the modem went
out of style, this may be hard to get. And I highly doubt any country
would keep a database of who (or rather, what phone number) signed up
for what ISP.
