What is meant by a 3rd party vuln assessment ??

Is it something like a snapshot that encompassses an organization external network, providing them with an executive 
report, top threats to the network, a threat matrix listing, and an outbriefing of the state of security of the 
organization's network or is a 3rd party vuln assessment something more in-depth, and useful ?

Some companies offer a security snapshot service, but all it produces is data points with no useful indexing of the 
threats inline with the organization, since most organization have their own threat/vulnerability/risk index.
