Hi...

You may use GeoIP, they have a free countries database updated every
several months and a more complete city database for sale.

There are also some free tables for download on Internet, I found one
which is updated fairly often but I can't remember the URL right now,
the file name is ip-to-country.csv.zip.

For the latitude and longitude info you may use Google Maps APIs, if I
remember well they allow you to lookup up to 50,000 locations a day.
