If your server room (cabling) is such a mess that you can no longer be sure that only equipment belonging there is inside - and that you know what each cable is being used for, then it's a good idea to do a thorough clean sweep. It is good practice to un-patch all unused cables and systems (sans fixed structured cabling, of course) and occasionally check that there is nothing hidden under the raised floor or in racks that does not belong there (water, rats, network sniffers, WLAN routers, ... - don't laugh, I've seen all that).
