I love Nagios. A bit overboard, but you could configure it to do what
you want, and alert you several different ways when something strange is
found.

Or 

You could run nmap, and use Perl or Bash to compare the output, and
email the results.


I do this in conjunction with Perl and MySQL (I hate little text file
floating around in tmp).  This way I have a pretty delta table on the
reports (Last scan / This Scan).
