Granted, one should not try to break into the vault of a bank to check
their security, but I think that his intent was somewhat closer to
rattling the lock on the safety deposit box after dropping your money
in, to make sure that someone else can't just come along and help
themself.

Well, it doesn't say anything in the law about "rattling the lock on a
safety deposit box after dropping your money in".  But even in that
case, anyone with a decent conscience would look around when rattling
because it would feel a little "odd".  But on the case of Mr. Cuthbert's
 "attempt to verify the security", that IS indeed mentioned as being
criminal in the law books.  As -J said "This is an open and shut case"
