I question the validity of this list, especially after seeing this entry (among others):

128.149.0.0 NASA Headquarters

That netblock is not "NASA Headquarters." That netblock belongs to the Jet Propulsion Laboratory (JPL). And the list conspicuously omits three other netblocks that belong to JPL as well.

Moreover, a lot of other netblocks belonging to NASA are either missing or incorrectly identified on this list.

I should know. I've been managing the list of NASA netblocks since the 1990s.
