[PEN-TEST] Dept of Agriculture

I'm have a client that is dealing with the Dept of Agriculture for the first
time.  Does anyone know what the DOA requires as far as security
pen-testing???  My client doesn't seem to have a clue, other than a vague
understanding, that his internet security must be verified by an independent
3rd party.

Any help would be appreciated.
