Just a note about that location. In the shift from government to nonprofit
control, ICANN got authority over port assignments. However, information kept at
IANA (www.iana.org) will remain and be maintained at the IANA site. However,
ICANN will be migrating the information off of the USC's ISI computers to
another site, which will be assessable through the IANA site.

Upshot: that URL won't be good by the end of the year. The official port
assignment list will still be locatable from the www.iana.org site.
