It depends when they will be in Europe. I will highly recommend BruCON.. been a few times myself, but you also have 
44CON which is in London both are in September.. but in April you have Infosec week in London which is a waste of time 
but during that week you have Bsides London, 44cafe (from the people who does 44CON) also DefCON London monthly meet 
up.. so lots of options.

I'm asking on behalf of someone else, but, for a first time conference goer, what would you recommend for first timers 
in the UK area?

RSA Europe?  BruCon?  something else?

I'd recommend BruCon based on prior discussions with folks, but I've actually never been.
