I googled for a XACML explanation. But everything was written for 
programmers (even Wikipedia). I didn't understand.

- What's that in simple English?
- What COTS products use XACML?
- What Open Source projects use XACML?
- How can I play (practical use) with it?
- Is there a sample XML file?
