I don't know the full difference between technet and msdn operating system
package but I get every OS in technet at only a fraction of that price.

http://msdn.microsoft.com/en-us/subscriptions/hh442902.aspx. It is
$699.00 for the first year and then $499.00 for renewal - but it is
still cheaper then buying retail.
