Some clarification what your script does (because it's not that clear
from your posting):
This Perl script takes the name of a Cisco configuration as an
argument and then parses the ACLs and returns a CSV file.

Under what license is the script released? You may consider choosing
an Open Source complaint license and maybe some Debian Developers will
package it and include it in official Debian (and later Ubuntu)
repositories.
