Ah, fair enough then. 

 

Unfortunately the dedicated / VPS pricing is a bit too much for something
I'm going to use primarily as a VPN. 

 

I did try hotspotvpn about a year ago but had similar problems with speed,
so I'm trying StrongVPN.

 

So far it's almost good enough, streaming works if you let it buffer a tiny
bit first. They have a lot of options to choose from so hopefully I'll find
something perfect. (Different servers, openvpn/pptp, etc)

No, I use one of their dedicated private servers.
But that should not have that much bearing on the network speed.
Certainly not a difference of (25-1.12)Mb/s and (5-0.18)Mb/s...

I use DH for VPN and just got 25+Mb/s down, 5+Mb/s up... 

Its definitely not DH that is your bottleneck.

I SSH tunnel through my Dreamhost account.  They include shell access with
their shared web hosting account.  If you choose to use Dreamhost and you
are going overseas, you should submit a support ticket ahead of your trip
telling them to white list your account.  They flagged my login from South
Korea a few years ago and blocked me until I got ahold of their support
reps.
