Best time to Scan....

Wake On LAN.  Nearly every PC manufactured for the last few years has this
capability, and many management tools such as SCCM and Unicenter have
controls built in.  Use WOL to wake everyone up, then scan with a very high
probability of response.  This can be done at night, so as not to clobber
user ops.
