This issue exists on Nmap 7.40, 7.31,  but not on Nmap 7.12, because I
tested it with the same command, and for Nmap 7.12 works. Therefore I
believe it's not I identified the wrong interface.

BTW, are you able to run the command to successfully detect the DHCP
service?
