[NSE] MOP Discover Script

Howdy,

I've implemented a NSE script that discovers the Maintenance Operation
Protocol (MOP), an ancient layer 2 remote console protocol from the old
DECnet [0] times. It's still available on Cisco devices and generally
enabled by default on various images.

The script is available on GitHub [1] (to prevent this message getting
blocked by the spam filter).
