Developing a SCADA Plugin on top of NMAP

Hi all developers,

I am a research student of Computer Security. I am new for NMP, and
trying to understand how it is build, or how to develop a plugin for
NMAP. It is because I want to develop a new plugin for Industrial
Control Systems without modifying core source code of NMAP . Would you
please suggest me, if it is possible to make such plugin. I will be
grateful to you if you could suggest me precisely. Thank you.
