I agree with you for starting small. First we can use the the packet
crafting libraries for android compiled with jni like libpcap and
build the api for simple port scans by writing java libraries using
core nmap algorithms.

This is a huge idea and I believe that if you wanted to turn it into a
Google Summer of Code project, you would need to break it down. Could
you think of a particular problem you could solve better than the
traditional "pass data via command-line arguments and parse the stdout"
approach? I would be more than happy to help you research this topic,
but I would definitely suggest you to start small.
