[NSE] identify IEC104 and MMS protocols

Hi list,

During my research of industrial protocols I wrote two nmap scripts which
can identify IEC104 and MMS protocols and get some useful information about
devices. It will be great if it becomes a part of official collection of
nmap scripts.
