[Patch] Scan-these-ports-first option

This patch adds an option to specify one or more ports that should be moved
to the head of the scanning queue. Nmap currently has a hardcoded list of
ports to promote, but this allows the user to specify others (this can be
useful for telling Nmap to scan ports that you know will be responsive, so
that the engine can adjust its performance parameters).
